The Covered Electronic Waste Recycling Program was created by the Electronic Waste Recycling Act of 2003. Under this program, retailers in California collect a fee from consumers at the point of sale for each covered electronic device, which helps cover the cost of proper electronic waste collection and recycling.
Under the original legislation, covered electronic devices include cathode ray tube displays, LCD and LED displays, plasma televisions, and organic light-emitting diode displays. Approved collectors and recyclers are reimbursed for the CEW (covered electronic waste) they recover and recycle.
Around 6,000 computers in California, many of which are CEW, become obsolete each day. Yet, less than 15% of them are recycled. In fact, reports from the Department of Resources Recycling and Recovery show a year-over-year decrease in CEW recycling. Furthermore, there are only 19 approved recyclers in the entire state.
